Urgent Call to Action by OMB DDM Ueland: 'The Moment for Implementation is Upon Us'

In a bid to deliver results that align with President Trump's priorities, the focus of the Trump administration's new President's Management Agenda (PMA), as outlined by Eric Ueland, deputy director for management at the Office of Management and Budget (OMB), is on implementing "purposeful change and delivering results."

Ueland emphasised that "the time for action is now for the federal government," and the administration is taking steps to drive significant reforms through executive orders, budget proposals, agency reorganizations, and appointments of strong leaders. The agenda aims to reflect the President's demand for change by enhancing government efficiency and effectiveness across departments and agencies.

New performance guidelines for employees have been implemented, focusing on accountability, delivering efficiency, and achieving priorities. OMB is pushing for a reduction in the number of federal websites, aiming to bring the count down to 6,000. Consolidating and modernizing federal human resources systems is a key piece of the reform and reorganization effort, with agencies spending at least $2 billion a year on legacy and fragmented systems.

The reorganization and reform of the government is underway, with agencies reducing workforce sizes and consolidating or eliminating agencies or offices. Acting GSA Administrator Stephen Ehikian mentioned that deferred maintenance across the government portfolio has increased from $5 billion to $20 billion over the years. To address this, the government has sold 43 buildings since January, generating $200 million in proceeds. The selling off of federal buildings is another piece of the reform and reorganization agenda.

OMB is focusing on improving the effectiveness and organization of agency chief information officers (CIOs). Many agency CIOs lack a common view of their "value proposition" and coordination within their departments and across the federal enterprise. To address this, OMB is aiming to ensure that the authorities, both inside the department and across the entire federal government, have quantifiable, measurable outcomes, so that when a department turns to a CIO, the CIO is actually able to deliver.

The administration is not waiting for Congress to fund building upgrades; they are selling off buildings as soon as they are closed. OMB is trying to figure out the best way to organize and remove redundancies across the community, with a focus on clearer, crisper, and better-aligned authorities. The hiring process into the federal government is being streamlined to 80 days from first offer to first sign-on.

Ueland indicated four priorities for the PMA: reorganization and reform of the federal government, fixing procurement, restoring the Made in America effort, and smart use of technology in the 21st Century. OMB is working to break down barriers, ensure integration, and drive for outcomes to add value to agencies and departments and ultimately to taxpayers. President Trump has eliminated hundreds of thousands of nonessential positions across all agencies and departments.
