Uganda sanctions groundbreaking Single SIM Card Policy aimed at simplifying communications and decreasing expenses

Uganda has not yet implemented a single SIM card policy, according to the latest search results from 2025. The country's telecom market, however, offers multiple options for SIM and eSIM cards from various providers, with no restrictions on the number of SIM cards per user.

The proposed single SIM policy, spearheaded by Mityana MP Joyce Bagala, aims to streamline communication across all mobile networks, improve network accessibility, and enhance service quality by encouraging healthy competition among telecom providers. If implemented, the policy would also include a consumer protection measure that allows subscribers to keep their phone numbers when switching networks or changing geographic locations.

Deputy Parliamentary Speaker Thomas Tayebwa expressed relief at the potential convenience of the new policy, citing the ability to carry fewer phones. The policy was unanimously approved during a plenary session chaired by Tayebwa, and Parliament has urged the Uganda Communications Commission to expedite its implementation.

State Minister for ICT Godfrey Kabbyanga Baluku highlighted that the implementation of the single SIM card policy will necessitate significant infrastructure upgrades from both the government and telecom providers. The policy is also expected to lower communication costs for Ugandans, including parliamentarians.
