U.S. President Trump's AI Executive Orders Focus on Strengthening American Leadership in Global AI Competition

The Trump administration has taken a significant step towards advancing artificial intelligence (AI) by issuing three executive orders on July 23, 2025. These orders aim to accelerate AI innovation domestically and promote American AI globally, in line with the 28-page "Winning the Race: America’s AI Action Plan."

The first order mandates that all AI models procured by the federal government must be free of ideological bias, ensuring "truth-seeking" and "ideological neutrality." The second order accelerates the construction of AI infrastructure by streamlining federal permitting for building data centers. The third order promotes the export of a fully American AI technology stack to boost U.S. global leadership in AI technology.

The AI Action Plan outlines around 90 policy recommendations structured around three pillars: Accelerate American AI Innovation, Build American AI Infrastructure, and Lead in International AI Diplomacy and Security. The plan emphasizes protecting American workers, ensuring trustworthy AI, and safeguarding AI from misuse or theft.

Another executive order encourages AI firms to prioritize the development of AI models that foster accuracy, scientific inquiry, and objectivity. The administration also plans to implement a comprehensive exports program, providing financing tools, diplomatic assistance, and technical resources to promote U.S. AI exports.

By lowering costs for American AI companies through enabling faster build-out of data center infrastructure, these orders aim to strengthen U.S. competitiveness in the global AI race. The administration is serious about backing up its vision for global AI leadership with concrete actions, confronting policies in other countries that make American AI less competitive.

The United States will make deals with foreign countries that focus less on closing U.S. shortfalls on data center infrastructure and more on reducing their reliance on Chinese systems. The new executive orders aim to advance both domestic and international objectives of the AI action plan, strengthening U.S. exports of American AI technologies and standards.
