Thor Southeast Asia nations cooperate on scheme to combat call center fraud following extended negotiations

In a significant move to combat technology-related crimes, particularly call centre scams, high-ranking officials from both Thai and Cambodian police forces gathered for a meeting in Cambodia on Tuesday. The meeting, which extended over 10 hours, was a follow-up to the Thailand-Cambodia General Border Committee (GBC) talks that took place on September 10, 2025, in Koh Kong, Cambodia.

The discussions during the meeting highlighted the serious impact of call centre operations and human trafficking on Thai citizens. The meeting was aimed at addressing cross-border cybercrime and scam operations. Pol Gen Thatchai Pitaneelabutr, National Police Inspector General and Chief of the Police Cyber Taskforce (PCT), held a press briefing following the 10-hour meeting with Pol Lt Gen Seang Sarid, Deputy Commissioner of the Cambodian National Police.

Thailand provided Cambodian officials with detailed information on known call centre bases to facilitate enforcement action. In response, Cambodian authorities pledged to develop a crackdown plan targeting the call centres identified by Thailand. The meeting concluded with a jointly signed agreement, and both sides reached a consensus.

During the press briefing, Thatchai noted that the meeting's length was due to the careful negotiation of the agreement's details. The agreement aims to combat technology-related crimes in Cambodia, specifically targeting call centre scams. Thailand will closely monitor the effectiveness of Cambodia's measures by tracking online complaints filed by Thai victims.

The next Thailand-Cambodia General Border Committee meeting, where results of Cambodian operations against Thai-identified call centers were discussed, took place as a Special Meeting on September 10, 2025, in Koh Kong, Cambodia. This meeting followed earlier discussions in August 2025 and focused on issues including border security and cooperation against transnational crime. The results of these operations will be reported at the next GBC meeting.

The GBC talks focused on tackling call center gangs operating from Cambodian territory and defrauding Thai citizens. The meeting involved several high-ranking officials from both Thai and Cambodian police forces, demonstrating a commitment to addressing the issue from both nations. This collaborative effort is expected to significantly reduce the impact of call centre scams on Thai citizens and contribute to the overall safety and security of both countries.
