Embracing a thrust for financial inclusivity at the grassroots level, President Ferdinand R. Marcos Jr. pushes the Department of Information and Communications Technology (DICT) to expedite and broaden the avenues for digital lending for micro, small, and medium enterprises (MSMEs) all over the Philippines.

In a conference on April 24, 2025, with the Digital Bank Association of the Philippines - which includes Maya Bank, Overseas Filipino Bank, Tonik Digital Bank, GoTyme Bank, UNOBank, and UnionDigital Bank - DICT Secretary Henry Aguda underscores the pivotal role digital loans play in fueling economic growth and improving the quality of life for ordinary Filipinos.

"Envision a street vendor or an online seller expanding their business without ever leaving their stall or shutting their shop to manage paperwork. That's the level of accessibility we're making possible," Aguda stated.

MSMEs account for an astounding 99.63% of the 1.24 million business establishments in the country, as reported by the Philippine Statistics Authority. Despite their crucial economic significance, many encounter barriers when attempting to secure traditional credit due to insufficient documentation, scant credit histories, and geographical constraints.

Under the President's vision for a "Digital-First Economy," the DICT is designing a national strategy to demolish these hurdles. Plans include the development of public access points for digital loans, the integration of identity verification via the PhilSys ID and eGovPH app, and government-supported microloan programs specifically tailored to MSMEs and gig workers. The initiative will also focus on fostering digital literacy and responsible borrowing to ensure long-term financial stability.

"We're crafting solutions that serve real individuals," Aguda said. "The Bagong Pilipinas imagined by President Marcos means offering every diligent Filipino a fair chance at expansion and an improved way of life."

The strategy is planned to launch in 2025, relying on partnerships with digital banks and fintech companies to form a "Digital Bayanihan" - a nationwide, multi-sector endeavor geared toward eradicating the digital divide and bolstering communities.

This initiative serves as a cornerstone of the DICT's broader digital transformation agenda, signifying the government's dedication to a future where opportunities and innovation are accessible to every Filipino, just a few taps away.
