Kazakhstan's Parliament Chief Proposes Unicameral System, Digital Code Review

Yerlan Koshanov, Chairman of the Mazhilis, met with the Public Chamber to discuss President Tokayev's initiatives and the upcoming agenda. Aset Irgaliev, Chairman of the Agency for Strategic Planning and Reforms, attended the event.

Koshanov emphasized the importance of legislative work in implementing reforms, highlighting the President's initiatives. He proposed the first meeting of the Public Chamber be devoted to discussing the Digital Code, which is a national priority personally overseen by President Tokayev. The Mazhilis recently adopted a law on artificial intelligence and is currently working on the Digital Code.

Koshanov tasked the Public Chamber to review business legislation and study demographic trends to propose specific solutions. He also called for analyzing non-working laws, such as the one on electric scooters and the ban on hookahs. Additionally, Koshanov outlined the task of transitioning to a unicameral parliament and proposed the Public Chamber launch a nationwide discussion on this topic. The Parliament of Kazakhstan and political parties like Deputy Azat Peruashev's support this initiative, suggesting integrating members of the abolished Senate into a broader unicameral body.

The Public Chamber is expected to hold public hearings with a wide range of participants to discuss the parliamentary reform and other national priorities. Koshanov's proposals aim to improve legislation and align it with President Tokayev's initiatives, ensuring Kazakhstan's continued progress.
