Hanseatic City's Digital Transformation

Lübeck, the historic Hanseatic city in northern Germany, has made significant strides in digitalization, climbing 11 places to rank 8th in the Smart City Index 2024 by Bitkom [1][2]. This marks a remarkable improvement from its 2019 position, where it was ranked 67th.

The city's digital transformation journey began five years ago, and today, over 200 services in Lübeck are offered digitally. This includes appointments at citizen's offices, applications for housing benefits, and matters of foreigners, all handled online.

Lübeck's digitalization efforts are not limited to administrative services. Schools in the city have been equipped with Wi-Fi, and a Social Smart City Manager ensures digital access for all citizens. The electronic file introduction is in progress, with 97 percent of the applications for balcony solar panels submitted digitally.

The city's digital strategy has further developed since January 2020, with the appointment of a Chief Digital Officer and a department for digitalization, organization, and strategy, staffed with 31 positions. The city also offers a digital request manager for citizens to report complaints about flying yellow bags or illegal waste dumps.

Visitors to the Günter Grass House can immerse themselves virtually into "The Tin Drum" using a VR headset, while a digital lost and found office is available for citizens to locate misplaced items.

The "Crossing free" project, which automatically reports parked cars, is being imitated by other cities. Sensors at 14 locations in Lübeck automatically report parked cars to the public order office. Information about construction sites in the city is available via an app, and appointments can be arranged digitally.

Lübeck's Mayor, Jan Lindenau (SPD), is proud of the achievements made in digitalizing the city. He announced that the city has reached a top ten position among 82 German cities with over 100,000 inhabitants in the Smart City Index of the Bitkom association. The exact ranking will be announced by the Bitkom association on Monday.
