Epic Games' claimed 'complete triumph' might not be as grandiose as advertised.

In a landmark decision, a federal appeals court has upheld a 2023 verdict that found Google's Android app store and payments system to be illegal monopolies. The ruling, which was announced in 2025, mandates Google to dismantle its exclusive control over the Play Store, opening the way for competing app stores and facilitating their distribution[1].

As a result, Google faces a court mandate (pending potential extension by Google) to revise its app store and payment ecosystem, enabling competition and allowing developers and consumers to access rival stores and payment systems without Google's interference[1][5]. The Play Store must no longer be a closed ecosystem controlled solely by Google, and alternative Android app stores must be supported and allowed to distribute apps alongside Google Play[1].

Google must also allow third-party payment systems and cannot compel developers to use Google’s payments infrastructure exclusively[1]. Apps must comply with applicable laws in each jurisdiction, including consumer protection, child safety, and financial regulations as outlined by Google’s Developer Program Policies[2][4].

The implementation timeline depends on ongoing legal motions by Google; enforcement could begin once any stay or delay expires (potentially soon after August 2025)[5]. Google has argued that the changes raise security and privacy risks, but the court ruled that the anticompetitive harms outweigh these concerns[1].

In response to the ruling, Epic Games, the creators of Fortnite, have considered the outcome of the appeal a "Total victory"[3]. Epic Games attempted to bypass Google Play Billing by embedding extra code in Fortnite for Android, which led to its removal from the Play Store[4].

Meanwhile, Google has been accused of suppressing evidence of making it harder for users to install third-party apps, forcing apps to use Google Play Billing services, and making deals with phone makers to stifle competition from other app distribution methods[6].

The case may not significantly impact the wealth of Epic Games or its founder, Tim Sweeney, compared to tech giants like Musk or Bezos[7]. However, it could potentially provide a real foothold for Microsoft in the mobile world, as third-party stores become the norm on Android. Microsoft may leverage this opportunity to expand its Xbox Games store for Game Pass[8].

As the changes unfold, it remains to be seen how the Android app store ecosystem will evolve, and whether consumers and developers will embrace the new competition and opportunities.
