Bremerhaven Port Introduces Secure Digital Container Release System

Bremerhaven's port is set to introduce a new digital container release system called the Secure Release Order (SRO) from October 1, 2025. This system aims to enhance port security and combat criminal activities such as container theft and drug smuggling.

The SRO replaces the current PIN-based container pick-up system with a fully digital, closed, and encrypted authorization procedure. Each container pick-up right will be linked to a specific tour plan and a designated driver, ensuring that only one traceable and authorized party can retrieve import containers at any given time.

The new system requires mandatory registration for all companies involved in import processes, registration of haulage contractors or third parties on the German Ports platform, and clear identification of truck drivers. These measures provide a transparent, personal digital authorization, replacing the anonymous PIN system, allowing continuous traceability from the container’s arrival at the port to its final pick-up.

Bremen's State Councilor Kai Stührenberg (Left Party) and the Bremen Freight Forwarders' Association have expressed their support for the new system, acknowledging its potential to enhance port security. However, the text does not specify how the new system will verify the identity of the actors authorizing container movement.

It is also unclear if the new system will address the issue of unencrypted PIN codes, as mentioned earlier, or if it will be implemented in Wilhelmshaven and Hamburg ports as well.
