Dubai's PCFC Outlines Aggressive AI Blueprint for Transforming Public Services
Dubai's Ports, Customs and Free Zone Corporation (PCFC) has unveiled an ambitious Artificial Intelligence (AI) strategy, aligning with the vision of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. This move is a significant part of Dubai's commitment to digital government transformation, as outlined in the Dubai Universal Blueprint for AI (DUB.AI) launched in June 2024.
The AI strategy positions AI as a core infrastructure for governance, economic growth, and public services, integrating it across government interactions, enterprise functions, and public initiatives. The strategy is embedded within PCFC's corporate framework and is being developed and executed by internal teams.
The AI strategy encompasses 20 core pillars, including institutional AI integration, automation and predictive technologies, sustainability and green tech, and talent development. AI is being embedded institutionally into ports, customs, and free zone operations, moving beyond pilot projects to a citywide, strategic approach. Adoption of AI forecasting for logistics management, blockchain for smart contracts, and real-time tracking are enhancing operational transparency and efficiency.
PCFC's AI strategy also supports green initiatives like solar-powered logistics facilities and waste reduction through blockchain, aligning with environmental, social, and governance (ESG) goals. Talent development is being addressed through collaboration with entities like DP World and Sharjah Maritime Academy to train Emirati professionals in maritime security and digital skills.
The timeline for the implementation of the AI strategy begins in 2024, with the integration of AI-driven tools into port and customs operations, including AI forecasting and blockchain adoption by DP World and other stakeholders. By 2025, smart systems for the Dubai Maritime Authority are expected to be rolled out, with further systems integration expected by the end of the year.
The strategic use of AI is expected to foster Dubai’s status as a global trade and logistics hub, accelerating customs clearances, reducing tariffs, enabling drone deliveries, and providing real-time e-commerce tracking. This modernization and streamlining of trade flows supports Dubai’s Economic Agenda (D33), targeting significant growth in the logistics sector and manufacturing value added by 2030.
Nasser Al Neyadi, CEO of PCFC, aims to transform the Corporation into a fully integrated smart government entity by the end of 2025. The AI Strategy is a step towards accelerating AI adoption across all sectors in Dubai, promoting faster, smarter, and more efficient service delivery. The launch of the AI Strategy coincides with "Dubai AI Week," an event running from April 21-25.
